I'm sure he meant at the end of the first turn/the beginning of the second turn.And yes, I have noticed the same thing about the mustering. I remember a First Edition AGOT game with mustering not coming for the first three (or was it even four?) turns, that basically meant that every unit you lost, was really lost and gave the victor a really extraordinary upper hand.
That is one of the reasons I think Second Edition rules about special consolidate power order (with a star) are so important - you can muster even if the mustering card doesn't appear. Not much, but still. And in the beginning Greyjoy cannot place special orders, so it kind of balances his aggressiveness.
