No, you may not build separate from your primary line. Think that you are running a railroad business and need to maintain a connected rail system.
By using this restriction in the game it makes ticket drawing less of a factor in the game (which is something that I did not care for in the regular rules). The purpose was to keep the scores within a particular scoring margin and increase the strategic play.
