This is the key issue from my PoV. Even if you only use the cards from the expansion(s) that are in play this is an issue because of the "Other" result.

My current - and certainly far from perfect - solution is to have a setup variant. In this variant we draw from the Gate Deck, placing the card face down on the OW Location that matches the first or second (we alternate) location on the card. We do this until there are half a dozen cards on each location (it should be eight to match base game Arkham Locations, but...). Then when you need an Encounter you shuffle the appropriate deck and draw a card, discarding when resolved. When you have an OW Encounter for Another Dimension it is just drawn from the top of the Deck as needed. I didn't invent this variant, I stole and adapted it.
