The reason why the probabilities for Wicked Laughter are only for the re-roll is because Wicked Laughter is an Overlord card whose triggering event is "a hero succeeds on an attribute test."

The card cannot be played if the first test failed (nor would the OL want to, I suspect), so the probabilities only matter if we assume the result of the first roll is already known.

While we're on the subject of re-rolls, I can't find any rule in 2E that says dice may only be re-rolled once, so in theory Lucky Charm could be used in response to Wicked Laughter, or vice versa (unless I'm just blind and missed that rule being re-introduced in 2E.)
