You cannot enter the legendary dungeons while ahead of or tied with the OL in CT.The copper legendary dungeon is also hard on the heroes in general. A competent overlord should always come out of it having earned more than the heroes. Making it not worth doing for the heroes when they are already behind.
At the copper level of the campaign diving multiple dungeon floors is harder on the heroes.
