Haz,Sure, it does weaken Greyjoy at home, but now they have a foothold in Westeros from which to expand. From my perspective, it is easier to expand once in a Westeros stronghold/castle than for the Greyjoys to try and do it from their home island. It also makes for immediate competition to Baratheon's easy expansion. If Greyjoy and Stark make a pact early on not to attack each other, then Stark can also put some pressure on Baratheon. Once the threat of Baratheon expansion is neutralized then things become very interesting and of course Lannister can choose to go either way...
In all honesty, I haven't played the game enough to have explored all the options. I am sure many who claim the four player version to be broken have played numerous times with the same result and hence their opinion. Yeah, Baratheon is the favorite, but I do love figuring out how to execute the upset.
