Yes !
When I read the annoucement I read this : 'Hi, since you just bought the game and I hope the conversion kit, we saw that we want more of your money. Here is some stuff that we could have included in the base box but we didn't because our marketing service said you'll pay more this way. You'll remark that this expansion lacks 2 characters and class, it's because as soon as you will buy this, we will annouve a completly new semi-expansion that we will sold to you at full price. Blessed our marketing service.'

2: Who thinks D2e sucks and needs to be corrected?
Statically speaking, some people who bought the game, I guess. And maybe we can add People who didn't like the LOS rules, People who didn't like the KO rules, People who think it's way too unbalanced towards heroes, People who think it's way too unbalanced towards Overlord, people who think that Stun and Immobilize are broken. (Not for the 'sucking part, but for the correcting part)

3: Even if this expansion and the base game were developed and finished at the same time (which we don't know that they were), it makes sense to keep the cost of the base game down. $100 sounds like a lot of money for one game, $80 (while still a decent amount of money) doesn't sound near as bad.
If you think to pay 60$ then 35$ is cheaper than pay 80$, All I can say it's that I'm don't think so.

4: Since each expansion FFG puts out is usually self contained, you don't have to buy this but can still play the base game without it (and wait for full sized expansions)
Except if I want to play with everything. Do I have to pay 30$ every three monthes to have access to the full game ?
I don't play WoW online, I don't play Magic: the Gathering because when I play a game I don't want to have a continious loss of money.
I don't mind expansion, one friend of mine bought Descent, and after this for a few years, I bought all expansion as birthday present. Do the math is was a really costly BUT I didn't have to buy it one every three monthes.

............ though you apparently think D2e sucks, so why would you play in the first place and why do you care about this expansion anyway?
You know, generally I don't go on forum of games I'm not interested. And I'm here, so ...
I care about this game, so much that I'll buy the game AND the kit as soon as it was available to me.
Now I loved Magic: the Gathering too, but I won't buy MtG product anymore, because I don't want to spend money in it every three monthes.
Here it will the same, if to play the whole game I have to put aside 15$ every month, it will be a big no.

a) Expand the life length of the game by renew it.

C) Add stuff!
Hence the "renew it" in my 'a)'

Your forgetting this is a mix between a role playing game and a board game, not just a board game. We need more of everything: more monsters, more heroes, more quests, etc.
I fully agree with you. However for now, there is enough heroes and monsters (including the kit) : let's play a little with them. Just for example see what is working and what is not.
For example : (All completly fictionnal since I don't own the cards and haven't played any game yet)
Sorcery and Undying are a lot more balanced, too bad that not more monsters have it.
The 'Lauching heroes' abilty is utterly useless.
So when the time has come for expansion, devs will have a very good idea about what is working and what is not working, and build their expansion to compensate what doesn't work and build around what players like.
So yeah, plenty of monsters. Cool. Plenty of Heroes. Too cool. Lots of equipment, ability, overlord cards : Supercallifrigistically cool.
But not right now. Wait a few monthes so we can PLAY and ENJOY what the game as to offer.
