In a game we are playing (PBF) there is a discussion on how should we deal with Winter is Coming and Wildling Threat.

Some people say that the rules are quite clear that we first count Wildlings icons on Westeros Cards (which includes the "Winter is Coming" card) and then resolve those cards one-by-one. So once we reach the "Winter is Coming" card and resolve it by shuffling deck and drawing a new card it is already after icons counting and thus it does not matter whether the newly drawn card has or has not any Wildlings icons.

On the other hand others claimed that the card says "Immediately" which means you should shuffle and draw again before you actually start other "processing". Which would mean that when you start counting icons there is no "Winter is Coming" card but the newly drawn cards instead and thus you do count their icons.

Yet the first group replies to this - and its hard to disagree - that the "Winter is Coming" card says that you should "immediately" shuffle, draw and then resolve the new card which - if understood that way - would meant resolving the new card out of order.

But the word "immediately" is there. And if "do not count" group (the first one) is right it is pretty pointless and unneeded. On the other hand Fantasy Flight Games is not famous because of well written rules so a "pointless" word wouldn't be a big surprise.


This also happens to matter in cases when playing with Westeros Cards revealed (to some depth). Should the "Winter is Coming" cards be immediately applied or only once they are resolved. So far we postponed application of the card until it is resolved which resulted in some added randomness in a less random (with Westeros Cards shown...) variant. (Yet this is "a home variant" so official rules do not have to cover it...)


Basically this comes down to a question: is "Winter is Coming" card "applied" upon drawing or upon resolving? Any sources for the answer would be appreciated.
