I love this game but I do wish the scenarios were play tested for balance more before release. You are right however that a lot of times it only takes a simple tweak or two to balance a scenario.
The Normandy beach landing scenarios, which I haven't played in a couple years, were super easy as the Americans as they start with the advantage. The bunkers look formidable until you realize going first as the Americans you can just combine fire on each one from the beach real easy three times before the Germans even get to go. Nearly every unit on the beach has LOS to each bunker. I've done this on at least two of the three beach scenarios, it leaves all your units fatigued on the beach after the first turn of round one letting the Germans get a series of turns unimpeded as you pass each turn, but they've lost their machine guns and bunkers if you target correctly.
The fix one of my gaming buddies and I came up with is to play the scenario in the future where the Americans all start off map and have to enter off the edge of the board onto the beach, this is similar to some of the North African scenarios that have tanks entering from off board. This would balance the beach scenarios as now the Americans are subject to op fire from machine guns on turn one as they enter the board and will be unable to do any combined fires until round two. Not only does this seem to be a good way to balance them but it also makes more sense thematically and historically, the forces storming the beaches were subject to staggering gun fire from the moment they began to disembark their landing craft, the way the scenarios work out it's like the Germans let them set up on the beach first and form a giant firing line and then said "Zee Kommorades! Vie are not zo bad, ve give you a zporting chance, line up and schutz first, nein really ve inzist."
