That is one of the reasons I think Second Edition rules about special consolidate power order (with a star) are so important - you can muster even if the mustering card doesn't appear. Not much, but still. And in the beginning Greyjoy cannot place special orders, so it kind of balances his aggressiveness.

Yeah, but it doesn't really balance out anything if he grabs 4 castle/strongholds on turn 1 and then a mustering card comes up.
