Actually, that one doesn't work. The rule for buying a Level 2 card is that you must have "two Level 1 cards" of the given class in your deck. Buying a Level 3 card requires three cards of any Level, as you pointed out, but buying a Level 2 card specifically requires two Level 1s.
(Not that I would be opposed to a house rule allowing this kind of purchase. I don't think this exploit is really any worse than the one the OP suggested.)
