Yes, three copies of each seems like a bit too much to me. I'm currently testing out 2x Decoy and 1x Crash Space to see how I like it.

It doesn't shut it down entirely. What it does do is make things significantly harder for your opponent.
For example, with NBN they will often try to get a surprise tag on you during the Corp's turn by using SEA Source. Decoy puts them in a bit of a quandry: if the Corp doesn't spent many credits then the Runner can just outrun the trace attempt, and if the Corp spends a lot of cash then the Runner just uses Decoy to block the attempt, and either way the Corp fails to get the tag out.
With Weyland you can use Decoy to prevent Posted Bounty from tagging you.
And because Decoy trashes itself you can't rely on it to keep you safe from everything, but you only need it around to keep you safe "enough" so to speak. Nothing will ever keep you completely safe.
