I don't think they are necessarily mutually exclusive. It just rubbed me the wrong way that collusion is being considered to manipulate results.

You might want to re-read my posts. Nowhere was collusion or outcome manipulation ever considered. Rather, I was asking for specifics for what constitutes collusion and outcome manipulation. And, particularly, I was curious as to whether agreeing to a draw was considered such an action.

And, spoiler alert, I had no intention of offering or agreeing to a draw, even if it was acceptable -- I happen to feel that in a new game, with a new group, it is simply healthier to "play for the sake of the game" rather than "play to win". But, (un?)fortunately, I like to know others' thoughts on topics where my opinion is so clearly subjective and unsupported by things like facts, evidence, or rules clarifications.

Your gut and moral compass may give you a very strong sense of what is right and what is wrong. However, don't expect that everyone's moral compass will be identical to yours. Having concrete definitions backed up by examples for interpreting terms like "outcome manipulation" allows us to spend less time discussing unresolvable ethical and moral issues in the future, and more time playing games.

You are right to bring the situation to everyone's attention, so the organizers can make changes for future tournaments.

If you're acknowledging that my decision to raise this question was a good one, it sure would have been nice if the tone of your initial post reflected that.
