No, it is not. You can rotate who plays the OL in each game, and I generally encourage people to do so. Firstly, it lets everyone have a turn as a hero, if that's what they want. Secondly, it gives everyone an insight into how the OL player works, which generally is a fantastic way to up the tactical understanding of the game, for all players.
I've even heard of some groups who rotate the OL for each quest, having a fifth hero in the group and whoever's the OL for this quest, his hero gets rotated out. Personally, I only endorse rotating the OL on a campaign-by-campaign basis, but whatever floats your boat, so to speak.
The Overlord is certainly capable of holding his own. If you're worried you won't enjoy playing the OL because "you'll always lose in the end," this is not so. The OL player has an even shot at winning against the heroes, generally speaking.
