No, no.At least, I think not.
The way we play is that all survivors start at 0 on the danger bar.
And the skill thing just means to place a marker on the blue skill to show that you have that skill activated. When you move up to yellow, you then place another marker on the yellow skill to show that one has been unlocked. Then, when you get to orange and red, you place a marker on one of the orange or red skills, accordingly, to show which one of those skills you've unlocked.
In practice we never bother placing the markers on the blue and yellow skills because there is only one of each, but the idea is that you mark the skills you have, and not the ones you don't have.
