Yeah, that's a little odd. In my head, I had assumed that a Major marker was only given if the player held a major office and had a corrupt marker. It seemed to make sense flipping a corrupt over to a major.
But, having gone back through the rules, I think that's just something I assumed. It appears that any former major office holder can be prosecuted.
