Unless I missed something. I thought that Treachery could be used to pull any card of a relevant type from the Treachery Decks/Overlord Deck at the start of a Lt. Encounter, or beginning of a dungeon. So while the FAQ would restrict me to only having 1 Crushing blow in the OL deck during a dungeon, I don't see how it restricts me from having 2 in an Lt. Encounter.

Since there are zero Crushing Blows in the OL deck at all, the restriction is clearly covering OL Deck and treachery cards.
this is also the reason it was introduced - two crushing blows in every Lt encounter was destroying the game.
