I do not think it is balanced.
The easiest example is that the rebels need a transport to cancel imperial cards while the empire needs one of 2 expansion units to use the cancel ability.
Not using the expansion units by definition unbalances the game.
I would not do so.
I will add that there are probably 10 threads where many people have tried or talked about a variant such as this, they might recommend such a change, I don't.
