As most people will probably gravitate to one faction on each side, being able to see where your "native" decks are strongest and weakest will definitely influence deck building. And, anecdotally, your Weyland and Criminal graphs reflect my own experience - Weyland has trouble scoring a two turn agenda in the late game, and Criminal has trouble in the mid game (probably because Criminal is fueled by successful runs, and all that running in the early game slows down their rig development, giving them a weak mid game).
