No it doesn't. Expansion does not count as entering a space because it specifically says so in the rules, not "due to it happening after movement". That's just an assumption you have made.

Again, no. If anything it implies that "entering a water space" can only be done during movement. You cannot take a rule that specifically applies to water spaces and apply it to all spaces.
Also, I'm not sure if this was intended to apply in all cases of entering a space. Are we saying that an Ettin cannot throw a hero into a water space because the hero doesn't have 2 MPs to spend? I hope not.
The safest interpretation is that any figure entering a water space during movement (not necessarily a move action) must spend two movement points to enter.
In which case this rule simply implies that "entering a water space during movement" can only be done during movement. Which is a tautology.
