If upon encountering its strength was 0, then yes (I think Ice Carver works this way). But there's nothing saying you can't choose to break subroutines before you lower its strength to 0 (but you'll have to deal with it having a Strength of 1).
But I get your point - is Parasite's effect something that the Runner can choose to have go off after he is done breaking subroutines at Strength 0?
Wyrm can't break subs until the ICE is at strength 0, so this example could very well come up (though I think they'd break Chum or jack out instead, or never run to begin with)
Or use a different, cheaper breaker.
